You are looking at an antique hand water pump by Myers & Bros and it’s base. The handle does work, though the valve has not been tested. The pump is 63 1/2” T x 17” W x 10” D. The base is 11” L x 8” W x 10” H with a 2” hole. There is some wear from age such as rust.
